The NAPLE e-book working group is composed of the national e-lending experts in the NAPLE countries. Participation is voluntary and the countries decide themselves who represents them in the working group.
The e-book working group meets every year in connection with the annual assembly and debates pressing issues in the e-lending area as well as status and challenges in the individual countries. The chairman reports to the NAPLE board and shares with the IFLA e-lending working group.

This Working Group (WG) adopts a collaborative and adaptable approach, recognising that the promotion of minority languages is closely linked to political and historical contexts that can affect libraries’ ability to support minority communities. At the same time, the European Union (EU) provides a robust policy framework for the protection and promotion of minority languages, as outlined in the Treaty on European Union and the Treaty on the Functioning of the European Union (2016/C 202/01).
Additional guidance and support are found in key instruments of the Council of Europe, such as the European Cultural Convention (1954) and the European Charter for Regional or Minority Languages (1998), both of which emphasize the importance of preserving and promoting linguistic diversity throughout Europe.
Objectives of the Working Group
The WG aims to facilitate the exchange of best practices and strategies for developing library services that are responsive to the needs of minority language communities, in alignment with the European Union’s broader objectives of promoting linguistic diversity, social inclusion, and cultural heritage. The key objectives of the WG include:
- Providing insights into the development and implementation of specialized library services for persons using a heritage language or dialect.
- Exploring approaches to increase minority community participation in local decision-making processes*, and to empower national minorities through inclusive library initiatives—reflecting the EU’s priorities on democratic participation and social cohesion.
- Sharing leadership models, national guidelines, and relevant policy frameworks for serving minority language groups, aligned with the principles of the aforementioned EU Treaties.
- Exchanging knowledge and experience in acquiring and procuring materials in minority languages, thereby supporting the EU’s commitment to safeguarding cultural and linguistic diversity.
*Local decision-making may include, for example: language/dialect prioritization in acquisitions, event planning, program development, or selection of commemorative days.

A co-chair will be elected from among the group’s members. The WG reports to the NAPLE Forum through the Chair.
